Abstract
Debate over the potential and efficacy of the Telecommunications Act of 1996 arose at the moment of its first consideration, continued right through the President’s signature, and shows no sign of diminishing. In cosidering the impact of the Act five years later, three central issues emerge: competition, regulation, and access.
